Your attempt to do this as an article for creation at User:Syed Baqar Imam Rizvi/sandbox was denied for notability reasons. If you truly believe you should have an article about yourself on Wikipedia, you would first need to show how you pass our notability standards. See Wikipedia:Notability (people). So far, nothing you have said about yourself has given us an indication that you pass such standards for having an article about you here on Wikipedia.

As for your image at File:Syed Baqar Imam Rizvi.jpeg. Since you are one of the subjects in the photograph, you are not the one who took the photograph. The person who took the photograph is the person who holds copyright to the image even if it is your camera. Copyright is conferred immediately upon creation of a photograph. Therefore, you would have to show a specific release statement from the copyright holder to you to grant you full copyright to the image. After that was done only then could you release rights under a free license suitable for Wikipedia. However, given the above concern about your autobiography, the image is a moot point.
