He was also a signatory of Lithuania's Declaration of the Restoration of Independence of [[Lithuania]] on 11-th of March 1990, This Declaration, largely effected by [[Sąjūdis]], declared, in fact, the separation of Lithuanian Soviet Republic from the Union of the Soviet Union and the re-establishment of the Independent democratic Republic of [[Lithuania]].

:Virgilijus Juozas Čepaitis was born in a small town of Šakiai in [[Lithuania]], on the 8-th of November, 1937. He is married with Auksuolė Čepaitienė. They have three children.

:In 1961 Čepaitis was awarded a Diploma of Moscow Institute of Literature.
