TTS notification currently always uses system default, which may not correspond to desired device for Elite (esp. when using VR headset).

Also, if you change the system default TTS Voice, this does not change the voice used by the otherwise excellent app

Yeah, I'm probably going to have to use a different means for TTS entirely. The one I'm using is very old, Speech.Synthesizer has been around since .NET Framework 3.0 in 2006, and while it's still functional it doesn't get along very well with the TTS features of newer versions of Windows.

Going to rename this issue.
