Unifying Http3ClientEvent and Http3ServerConnEvent #1264

Currently the server API is very limited, e.g. there is no event that a stream is canceled ,etc.

We may want to expand that and in that case Http3ClientEvent and Http3ServerConnEvent will have a lot of common events.
