Resolutions were made for csswg-drafts/#3932.

[css-pseudo-4] need for clarification on how ::selection text-shadows work

  • RESOLVED: If multiple layers with text-shadows we draw them all
  • RESOLVED: Background on a highlight layer paints over shadows on layers below

I don't understand CSS spec terminology well enough to say for sure. You can test out how everyone currently behaves with the selection-shadow sandbox I made for this:
