Installed last 16.3 on a Pixel 4 XL rooted stock rom. I have only Device and Basic with Integrity checker.
I can not understand how to have also STRONG.

Who can help me?

Basically you can't, STRONG integrity implies that the bootloader is locked and trust chain is untampered. You need an unpatched exploit to pass strong integrity with an unlocked bootloader and those tend to be patched quickly.
