Is your feature request related to a problem? Please describe.

If users add a link to the welcome card it opens in the same tab.
If users add a link to the consent card, it opens in a new tab.

We've had a bug report that links in the consent question open in the same tab and the survey progres gets lost.

Describe the solution you'd like

Find out why and solve. Outbound links in a survey should always open in a new tab.
