follow up of #11372 for the still uncompleted items, xref #10418

This presents as a common problem in training of "why isn't X available" or "where is my history button" which we have to explain often, and sometimes is confusing users.

By having users self-discover they're not logged in (no they don't look at "login/register"), it'll save trainers more time.

  • We should re-add the disabled buttons but grey them out

    • history switch
    • history add
    • history create
    • workflows
    • generally make it look 100% like the logged in process
  • On hover there should be a popup "This feature is only available for logged-in users"

  • On click of those (visually) disabled buttons, perhaps redirect them to the registration page. (i'd be fine if this doesn't happen.) But a tooltip at least saying "Log in, in order to switch histories", "Log in, in order to create multiple histories", "Log in, in order to edit your history name".

I'm wondering if it's feasible to add an automated test for this
