Description

We'd like to use the system test deployment to run queries at a continuous rate as a system test runs. We'd like to add this to the JUnit-based contention test being built for #2546.

This should be able to be turned on after a certain point in the test, after some setup. It should be turned off automatically at the end.

Analysis

This should work in the same way as for the deployAll system test (implemented in #2708).

This may involve adding a DSL to configure and enable the constant queries in the system test deployment. We could potentially split the DSL changes out as a separate issue.
