Is your feature request related to a problem? Please describe.
I'm always frustrated when execute python script that my console was cleared. And I have to create a new console or change codepage manually when I need to execute ANSI program, which assume codepage was NOT 1250.

Describe the solution you'd like
Add a new environment variable like PYENV_NO_CHCP and check in .bat files to decide if chcp was needed.

Describe alternatives you've considered
Give up changing codepage at start-up at all, it dose not cause any issues when I normally installed python.

Additional context
There are programs that could build with ANSI that is not 1250, or without Unicode/UTF-16LE support.
