Tracking issue for supporting IPv6.

It would take substantial effort to implement and maintain. Right now the benefit of doing so is unclear, but if we come across reasons for doing it let's track them here.

Veilid will not operate without IPv6 support. It requires both IPv4 and IPv6, and veilid-server also opens its control channel as a UNIX domain socket.
