A community consultation can be much like a public hearing.

A community consultation is a process for input to decision making within the Wikimedia Movement. Consultations are on-wiki opportunities for Wikimedia community members to provide input about a product, process, or policy at the Wikimedia Foundation, or in the movement broadly. It includes the ability to ask questions, offer comments, ideas, and provide facts related to a set of questions. Community consultations have existed in the wikimedia movement for many years. Consultations are held by the Wikimedia Foundation as well as other organizations.

See the Harassment Consultation as an example.
