I would also like to see these added. I have a bunch of geojson outlines for German cities in NRW more-or-less ready to add that use one of these two licenses.

I support this move. Country-specific licenses have already been implemented for CC, so why not these as well?

I do not want to create a new task for this so I mention this here because it is very similar and some data might be double licensed with both of these licenses.

There is one more CC-BY like license for geodata in Germany with the "Verordnung zur Festlegung der Nutzungsbestimmungen für die Bereitstellung von Geodaten des Bundes (GeoNutzV)"
