Currently, each abuse filter can only take one set of actions against edits hitting it. In some cases, we need to exclude some user groups from a filter. For example, imagine an abuse filter that blocks everyone but administrators (using something like !"sysop" in user_groups). In some cases, I may need the filter to warn administrators and block all non-admins. To achieve this, I need to create two identical filters, which makes it hard to update these filters, and also needs more resources. It would be great if there was an option in the AbuseFilter extension to set actions based on user groups/right.
