Compare https://gerrit.wikimedia.org/r/admin/repos/mediawiki/extensions/NetworkSession,access with e.g. https://gerrit.wikimedia.org/r/admin/repos/mediawiki/extensions/CirrusSearch,access

This means that, amongst other things, CI can't merge patches here (and neither will TranslateWiki's bot, etc.).

It seems the repo got added manually. Anyway, I've now:

set the parent to mediawiki/extensions,
added a dedicated owner group, and
created the replication target in GitHub.

The Phabricator mirror has to wait a bit, as Phabricator currently does not allow to create repos.
