This is a Task Force to create, update, and expand the articles on municipalities in South Africa. District municipalities (Category C) are the second level of governmental subdivision, below provinces, while local municipalities (Category B) are subdivisions of district municipalities. There are also eight metropolitan municipalities (Category A) which unify the functions of district and local municipalities for the eight largest conurbations.

Standardising names

Rename (move) existing municipality articles, and create new ones, according to:

  • All local municipalities are named "XYZ Local Municipality".
  • All district municipalities are named "XYZ District Municipality".
  • Metro municipalities are treated as special cases, to be decided later by consensus (and left alone for now).
  • Where the name of the municipality doesn't refer to something else, a redirect page should be added from the municipality's name (without "Local/District Municipality") to the municipality's article.

The most accurate list of municipalities is available from the Municipal Demarcation Board in DBF format at [1].

Election results

  • After the August 2016 municipal elections, check existing articles for information that has changed, particularly mayors' names and controlling parties.

Maps

  • Add a locator map showing its location within the province. User:Htonl generates these maps as SVG from the data issued by the MDB, and they are placed in the Commons and listed in the gallery commons:Maps of South African municipalities; if you want a copy of the scripts or a specific map to be generated, leave a message on his talk page.
  • Add a map showing:
    • if a district municipality, the constituent local municipalities;
    • otherwise, the electoral wards within the municipality.
User:Htonl can generate these maps similarly.

Census data

  • Include data on population density, education levels, etc from the Stats SA 2001 Census.
  • Generate graphs for data, such as age distribution, that can best be represented in that way.
  • Note New census data (aligned to the new boundaries) is now available - I have it if you're interested. I'll update the Stats when I have time.

Note: Kieran is willing to write a semi-bot to take care of this, and of the categories.

Categories and lists

  • Create subcategories of Category:Municipalities of South Africa for the district and metropolitan municipalities (done for the metropolitan).
  • Ensure that all municipalities are listed under the appropriate municipality categories, as well as provincial categories. (done for metro)
  • Create categories for the district municipalities, and list the local municipalities under the appropriate ones.
  • Clean up and update List of South African Municipalities.
    • See proposal at /Proposed new list.
      • Done. The list is fully up to date with the new naming convention and the new and changed municipalities that resulted from the abolition of cross-boundary municipalities. It now reflects the municipalities of the 1 March 2006 elections.

Towns and other conurbations which have articles

Find all South African town/village/city article, and, where it does not constitute a municipality itself (most cases):

  • Add a sentence on the page mentioning which municipality it lies in.
  • Add the article to a category for the municipality it lies in.

2011 Changes

A list of municipal boundary changes that will occur at this year's elections, so that we can be ready to go when it happens.

  • The City of Tshwane MM expands to absorb Metsweding DM and its LMs (Kungwini and Nokeng tsa Taemane).
  • Motheo DM is abolished; Mangaung LM becomes a MM, Mantsopa LM becomes part of Thabo Mofutsanyane DM, Naledi LM becomes part of Xhariep DM.
  • Buffalo City LM leaves Amatole DM to become a MM.
  • Kagisano and Molopo LMs merge to form an (as yet unnamed) LM, with code NW397.
  • Mbizana LM and Ntabankulu LM move from OR Tambo DM to Alfred Nzo DM.
  • All District Management Areas are abolished, being absorbed into adjacent LMs. In some cases parts of a DMA are absorbed by an LM in a different DM, leading to a change in district boundaries.

2016 changes

The following demarcation changes have now come into force as a consequence of the election.

  • Eastern Cape:
    • Camdeboo, Ikwezi and Baviaans LMs merged to form Dr Beyers Naudé LM.
    • Nxuba and Nkonkobe LMs merged to form Raymond Mhlaba LM.
    • Inkwanca, Tsolwana and Lukhanji LMs merged to form Enoch Mgijima LM.
    • Gariep and Maletswai LMs merged to form Walter Sisulu LM.
  • Free State:
    • Naledi LM merged into Mangaung Metro.
  • Gauteng:
    • Randfontein and Westonaria LMs merged to form Rand West City LM.
  • KwaZulu-Natal:
    • Umtshezi and Imbabazane LMs merged to form iNkosi Langalibalele LM.
    • Emnambithi/Ladysmith and Indaka LMs merged to form Alfred Duma LM.
    • Ingwe and Kwa Sani LMs merged to form Dr Nkosazana Dlamini Zuma LM.
    • Ezinqoleni and Hibiscus Coast LMs merged to form Ray Nkonyeni LM.
    • Vulamehlo LM dissolved, with part going to the eThekwini Metro and part to Umdoni LM.
    • Big 5 False Bay and Hlabisa LMs merged to form Big Five Hlabisa LM.
    • Ntambanana LM dissolved, with parts joining Mthonjaneni, Mfolozi and uMhlathuze LMs.
  • Limpopo:
    • Mutale LM dissolved, with parts joining Musina LM and parts joining Thulamela LM.
    • New LIM345 LM (name not yet decided) established from parts of Makhado and Thulamela LM.
    • Aganang LM dissolved with parts joining Blouberg, Molemole and Polokwane LMs.
    • Modimolle and Mookgopong LMs merged to form new LIM368 LM (name not yet decided).
    • Greater Tubatse and Fetakgomo LMs merged to form new LIM476 LM (name not yet decided).
  • Mpumalanga:
    • Mbombela and Umjindi LMs merged to form City of Mbombela LM.
  • North West:
    • Tlokwe and Ventersdorp LMs merged to form Ventersdorp/Tlokwe LM.
  • Northern Cape:
    • Mier and //Khara Hais LMs merged to form Dawid Kruiper LM.
  • Western Cape:
    • none
