Nonmime mail with some encoding can't be displayed even with folder charset
properly defined
Build: 0805 Localized Chinese
Platform: SC Windows XP

Steps:
1. Open NonMime test folder (if you don't know where to get this test folder,
let me know)
2. Right click on the folder and choose property
3. For example, select Shift_JIS from the list and do NOT check the box (Note:
The same problem will occur with EUC-JP and EUC-KR)
4. Open Shift_JIS mail from the NonMime test folder. The msg body won't be
displayed correctly.
5. Go back to the folder property window and check the box now. 
6. Open the mail again. The body display will work then.

Actual Result: The body of Shift_JIS mail can't be displayed correctly (it shows
the subject properly though) if you don't check the box in the folder property
window. 

Expected Result: Because it's NonMime mail, not WrongMime, without checking the
box in the property window, we should see the mail body correctly displayed if
the folder charset is properly selected.

Note: Encoding showing this problem
Shift_JIS, EUC-JP, EUC-KR
