Charset detection doesn't work on Big5-encoded message were some two-byte Big5 characters were injected with CRLF.

Steps to reproduce:
open attachment file "big5.eml" in Thunderbird
Actual results:
Can't read content, which display in wrong encoding.
"Repair Text Encoding" does not help.
Expected results:
It should be displayed in right encoding (big5).
