Steps to reproduce
- Open a PDF file in Firefox.
- Add an image to the PDF file.
- Open the Alt Text modal for the Added image.
- Type over 100 characters in the description field.
Expected result
- The description field should have a character limit.
Actual result
- The user can add any number of characters in the Alt Text Description field.
Regression range
Not a regression.

I think in some languages (like German) words can be pretty long, so I don't think we should have a limit.
But for sure we mustn't overflow the tooltip.
