Actual result:
If you have
[x] Check mail at startup
[ ] Automatically download new messages
and you don't have a password saved, you don't get a password prompt on startup. Also, you don't get any error messages.

If you have
[x] Check mail at startup
[x] Automatically download new messages
and you don't have a password saved, you do get a password prompt on startup and do get error messages on errors.

Expected result:
The pref "Automatically download new messages" shouldn't have any influence on prompts, it's merely about download full body or not.

Note: This bug does not discuss whether prompts *should* appear at startup. We may decide to show prompts for "Check mail at startup", or may decide not to. But it being dependent on "Automatically download new messages" is unlogical and surprising.
