Fix crash if a nonexistent CSS function is referenced. This caused crashes both with the CSSFunctions feature being off and on. Importantly, with it off (which is the situation in prod), it would cause CSSPendingSubstitutionValues to be sent to various ApplyValue() functions, causing cast CHECKs to trigger. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
