[infra] Enable remote devtools-frontend typescript on experimental builders As described in https://crrev.com/c/5061870, remote devtools-frontend typescript slows down builds with cache misses. Enable it only on experimental CQ builders and build perf builders to collect the data. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
