Rwanda does not provide commercial Freedom of Panorama. The monument is too young for its designers to be dead for more than 50 years, with the construction beginning in 1999 and finishing in 2024.

It is very sad that you want to delete such pictures. I visited Rwanda and thought it was very important to document the memory of the genocide. What needs to be done is to act through the community of Wikipedians in Rwanda and give them a chance to appeal to their government, to amend the law. Years ago I uploaded photos of the Armenian Genocide memorial site. The photos were also deleted. But the community in Armenia worked to amend the law and the photos were restored. @Hanay I don't see any initiative or move by the Rwandan chapter or user group that spevifically focuses on removing non-commercial and "not the main subject" restrictions of their FoP exception. These images can be restored if Rwandan has introduced commercial FoP with no NC or de minimis conditions. JWilz12345 (Talk|Contrib's.) 08:13, 12 June 2024 (UTC)[reply]
And maybe there is no initiative on their part, because they are not aware of this vote? Since I took some of these pictures I was notified. But I'm from Israel, I don't know them.
I have now informed them on the Facebook page "Wikimedia Community User Group Rwanda" I hope they will do somthing. see here Hanay (talk) 08:54, 12 June 2024 (UTC)[reply]
