Arachnoid The second layer under the Dura is the Arachnoid. The Arachnoid is a thin, glistening connective tissue layer. The brain can be seen beneath the transparent arachnoid. The pia mater is the third layer. The pia mater forms a connective tissue capsule which is intimately connected to the outer surface of the brain and spinal cord. Cerebrospinal fluid, a clear, colorless filtrate from the blood, is present between the arachnoid and pia mater in the subarachnoid space.
