Category title may be a typo?
"Yevgeny Prigozhin" is Russian; his first name Евгений is also sometimes spelled "Yevgeniy." The Wikimedia category about him, however, is Category:Yegveny Prigozhin. - Meh. I am also originally Russian and was originally named Георгий: Georgiy. In English my name is George. The city I was born is named Moskva. In English it is Moscow. (How? Why? There isn't even a "w" sound in Russian ... don't get me started.) There are many ways to translate/transliterate Евгений: Evgeniy, Yevgeniy, Evgeny, Evgenii, Yevgeny, or even Eugene; it's hard to say which is more correct. In general, we go by what reliable sources say. I see:

- @Fitindia: - the original image this was cropped from, File:Wolfram Menschick.jpg has not been deleted and is under VRTS pending. It doesn't make sense to keep that one, and delete this one, their conditions should be exactly the same, they should be kept or deleted simultaneously. You got it from https://www.youtube.com/watch?v=64tpUeEnnLM which is an aggregator of other people's work, and says it originally came from https://www.youtube.com/watch?v=1o0UlhfBR2s&t=0s ... which is not the same video! The good news is that I found it also at https://www.youtube.com/watch?v=0jiX2BrnQxc where it is also marked Creative Commons Attribution, so should be OK. - Done. However, just curious, are you planning to upload all the free license student made short animations on YouTube or Vimeo? Because there are a lot of them, and per Commons:Project scope we are supposed to serve an educational purpose rather than just be an archive. The first 10 or even 100 are useful to serve as examples of student work in general, but after that we really should only have the ones that have something special, a famous author, an unusual style, something else notable about the work itself, etc. --GRuban (talk) 14:13, 2 May 2022 (UTC)

Hi GRuban. About your question...well, I'm not pretty sure. Looking at his images on Flickr, I get the impression that he is a railway photographer who was active during the 1960s and 1970s. There are images of Spanish locomotives that I haven't seen anywhere else, and they seem to come from the same type of camera.
Other images I think are postcards. On the one hand, I'm pretty sure he didn't take those pictures, but on the other hand, I think he owns the postcards. CFA1877 (talk) 15:04, 9 May 2022 (UTC)
- Owning the postcards isn't the same thing as owning the images on the postcards. I own a number of DVDs, but I can't post the movies to Wikimedia Commons and say I release them under a free license! You had one postcard image in your list of 20-odd, but that one was published circa 1900, so is public domain. (I think the current "almost definitely PD" line is Jan 1, 1927 or so.)
- Note I'm not nominating the images for deletion, since if he really is a railway photographer and personally took the images that would be great; I'm just not willing to vouch for it. That's pretty much what Commons:License review is about - an experienced user (in this case me) - is willing to basically stake that reputation and say, yes, these images were licensed like this. If it's important to either have the images officially stamped or officially deleted, we would email the Flickr user to ask where he got the images, search the Internet for the exact same or similar images, research more about the Flickr user, etc. I've done that at times when I've been interested enough, it's possible. But that's just more effort than I'm personally willing to put in to these half dozen images of trains! I'm not a train specialist! If they were images of roleplaying game authors, now ... If you are willing to do the research, then please do then tell me, and I may be convinced enough to stamp them. --GRuban (talk) 16:05, 9 May 2022 (UTC)

- @CFA1877: Mostly Done, two notes:
- 1 is not done yet. What is it a picture of - is it supposed to be art? It looks like just pigs feet hanging on a wall, which would be fine... but it is titled "Museu do Presunto". If it is actually a museum exhibit, then it's not fine, freedom of panorama in Spain does not extend to the insides of museums, we'd need the museum or the artist or both to release it, not just a museum visitor.
- Most of these files are just titled things like File:AGuichot110511071911_0150.jpg and File:AGuichot110511071913 0282b.jpg, which doesn't really help explain their contents. Can you retitle them to something more intelligible, such as, "A. Guichot, Excmo. Sr. D. Cayetano Luca de Tena" and "A. Guichot, Vestibulo del Centro Obrero" for these cases? I found that artwork by a barely-not-so-obscure furry artist Epicfacepowwaa on DeviantArt through Google Images (not SearxNG) after searching for different keywords by excluding restrictive clauses using advanced operators. Even with that, she recently released her most artworks (depending on each one-off character) under CC-BY licenses. What do y'think before passing them?

We don't want to just copy every Creative Commons Attribution or Attribution Share-Alike image on DeviantArt, just the ones that are educationally useful. - Sorry, I'm not a member of Commons:Volunteer Response Team (was for a short while a long time ago). I am a Commons:License reviewer, which is not really the same thing. I don't think the VRT actually asks third parties for permission as such, they answer emails that third parties send in. You want to ask that Facebook user to fill out the form at Commons:Wikimedia VRT release generator, then send the resulting email to permissions-commons@wikimedia.org, and then the VRT will write back and say whether they accept the release. - Sure, I send requests like that occasionally. Fair warning, my success rate is somewhere around 20% - maybe 60% don't answer, and 20% answer and say "no". Anyway, here is one I sent to the press office of a politician a few months ago:

Consultation re Template:PD-MexicoGov-2013
@Yann, Fitindia, Leoboudv, and Jeff G.: Respected fellow license reviewers and/or administrators, I need to ask your educated opinion. I'm a rather experienced Commons:License reviewer, but this is a complicated question. As you can see, immediately above, User:Aurelio de Sandoval asked me to review some files, and I'm doing that. However, the license that he is citing, Template:PD-MexicoGov-2013, is based on https://www.gob.mx/terminos, which has apparently changed recently. It changed some time between March 16, 2022, and April 6, 2022 to say
- "Se autoriza al Usuario a visualizar y descargar los materiales contenidos en el sitio solamente para su uso personal y no para un uso comercial... El Usuario no deberá modificar, reproducir o mostrar pública o comercialmente los materiales, ni podrá distribuir o utilizarlos con algún propósito público o comercial;"
- (Google translation:) "The User is authorized to view and download the materials contained in the site only for their personal use and not for commercial use... The User shall not modify, reproduce or publicly or commercially display the materials, nor may he distribute or use them for any public or commercial purpose"
which is not a license we can accept on Wikimedia Commons. However, most of the pages these files came from have a "Fecha de publicación"/"Publication date" on them, so we can tell whether they were put on that site before or after that March 16, 2022 date. So I think, we can accept those files that were put up before that date, and reject those files that were published after that date. Done - per discussion above, I reviewed all the National Guard files that Jeff G. hadn't, added a Fecha de publicación date to one that he had, which shows it was published before the March 2022 date, and nominated the one with Fecha de publicación after March 2022 for deletion. As above, I believe that the Susana Distancia cartoon was probably on that site before that date, so I'm not nominating that file for deletion, but I can't find it there now so can't vouch for it by reviewing it. - Yes, the Smithsonian Institution is one of the most respected museums (or groups of museums) in the world, if they say it's in the public domain we generally believe them. They don't specify why it's PD, so it might be for a different reason than publication without a copyright statement but that is less important than the fact that it is. --GRuban (talk) 21:46, 21 September 2022 (UTC)

- This one troubles me. It's from CNN, which says it's "circa 1940, from his personnel file". So according to Commons:Copyright_rules_by_territory/Austria#Photographs it would be public domain if it were either published before 1946, or never published before 1990. CNN doesn't really say that, and they're not really interested in the provenance of the photo. I won't nominate it for deletion, because it quite possibly does fit into one of those categories, but I don't really see positive evidence that it does. - Aha! This picture was all over the news in April 2018, because of this article: https://molecularautism.biomedcentral.com/articles/10.1186/s13229-018-0208-6 That's where that CNN article is almost certainly getting it. That article is "Open Access This article is distributed under the terms of the Creative Commons Attribution 4.0 International License (http://creativecommons.org/licenses/by/4.0/)." At least one website specifically cites that paper, https://www.livescience.com/62374-hans-asperger-nazi-cooperation.html, " (Image credit: Hans Asperger, National Socialsm, and "race hygiene" in Nazi-era Vienna/BioMed Central/under CC BY 4.0)". I would actually do that, credit it to that paper which is marked CC-BY 4.0, possibly in addition to the PD-Austria tag. - Eh. Commons:Copyright rules by territory/Mexico seems complex, since these are pre-1996 works and that seems to have changed several times before then. We have one template, Template:PD-Mexico that is simpler but I don't see than any of these qualify, for example, File:Ramón Valdés circa 1950s photograph.jpg - if that was circa 1950s, then it's not likely the author died before 1952. If you want to be sure, I'd ask someone who knows more about Mexican copyright. I won't be able to decide one way or the other, and we have this rule of thumb called Commons:Project scope/Precautionary principle that puts them at risk. --GRuban (talk) 22:46, 25 September 2022 (UTC)

Hello, I found this thread of yours while searching for past discussions of the issue. Last time I encountered this it was about a slightly different filename pattern, which I can't find now, but presumably all from the same Flickr user who thought their message was important enough to use it as a filename for their high-quality nature photography, and whose Flickr account seems to have disappeared now.
I've tentatively tried a VisualFileChange regexp to start mass renaming these to just "unidentified insect (flickrid)", which isn't great, but it's better than nothing. (The regexp that I'm using is
/{{(FlickreviewR[^}]+photos\/\d+@N03\/)(\d+)([^}]+)}}/g

- Unfortunately the YouTube video they come from is not actually Creative Commons Attribution licensed. COM:WHERE#YouTube explains how to check - it doesn't have the "License Creative Commons Attribution license (reuse allowed)" under the "Show more" link. Sorry. - To be honest, this bothers me more the more I look at it.
- The Flickr user https://www.flickr.com/people/196908211@N04/ just created his account this month.
- They only have 5 photos on that account, and the other 4 have nothing to do with that red carpet event.
- Those other 4 images are from 2017, 2018, were taken by different cameras, have EXIF, and are noticeably larger.
- This image has no EXIF, was taken in 2022 and is noticeably smaller.
- Possibly most important, that image looks an awful lot like a crop of the image at the Justin Chatwin Online fan page, https://www.facebook.com/photo.php?fbid=443008357827536&set=pb.100063551257793.-2207520000.&type=3 - though I will admit, those first 4 reasons were what made me go search for another copy of this image somewhere public on the internet.
- For all these reasons, I strongly suspect that Flickr user does not own this image. In fact, if I were a suspicious person, I might even suspect that Flickr user account was created specifically to be able to upload this image to Wikimedia Commons and/or Wikipedia. Commons:License laundering is our page on that. I think I need to add this to the deletion nomination. --GRuban (talk) 13:28, 12 November 2022 (UTC)
