Special Inspector General for Afghanistan Reconstruction (SIGAR) is a United States run agency. Congress created the Office of the Special Inspector General for Afghanistan Reconstruction to provide independent and objective oversight of these funds. Under the authority of Section 1229 of the National Defense Authorization Act for Fiscal Year 2008 (PL 110-181), SIGAR conducts audits and investigations to promote efficiency and effectiveness of reconstruction programs, and to detect and prevent waste, fraud, and abuse of taxpayer dollars.

Its major goals are as follows:[1]

  • improve effectiveness of the overall reconstruction strategy and its component programs
  • improve management and accountability over funds administered by U.S. and Afghan agencies and their contractors
  • improve contracting and contract management processes
  • prevent fraud, waste, and abuse
  • advance U.S. interests in reconstructing Afghanistan
