LAWRENCE DANIEL (DAN) O'NEILL

Lawrence Daniel (Dan) O'Neill (born May 16, 1946) is an international attorney with broad expertise in international business development, corporate affairs, international tax, and business regulation, especially as with regards to communications and information technology and international trade. In particular he has extensive experience in developing and negotiating international business partnerships, the development and private and public funding of leading edge technology companies as well as negotiating and funding complex international trade transactions.


EARLY LIFE

He was born in Granite City, Illinois on May 16 1946 and is the first born son of Lawrence Frederick O'Neill, an American naval officer, fighter ace and second world war hero and Dorothy Lee Breckenridge a member of the prominent American Breckenridge family. As a result of his father's military career he spent his early life in a variety of countries and territories in the Pacific and in Europe. His secondary education was begun in Malta, at St. Aloysius' College in Birkirkara, Malta and completed at George C. Marshall High School in Virgina, USA . He subsequently attended the University of Missouri and graduated with a degree in Economics from the University of Maryland.

In 1969 he married the former Judith Ratinetz. This marriage, which ended in divorce in 1986, resulted in two daughters, Jaishari Erin O'Neill (1973), now a professor at the Johns Hopkins University Medical School and Tara Breckenridge O'Neill (1976),a professor at the University of Hawaii.

In 1988 he married Fenna Maclaverty. This union produced three children, Lorcan Shane (1992), Oisin Michael (1993) and Moirin Nessa (1996). His wife Feena died in 2001 after a long illness. In that same year he married Marian (Marnie) Inskip.


CAREER

During the Vietnam War he served with the United States Army Security Agency, assigned to the National Security Agency at Fort Meade Maryland. After discharge from the Army in 1971 he entered the Executive Fellows program of the U.S Government, accepted a position with the United States Information Agency and served in Washington D.C. and New Delhi, India. On return from India, he enrolled in the evening law school at the University of Baltimore, graduating with a Juris Doctor (JD)in 1975. In 1973 he took up a position with the Executive Office of the President of the United States in the White House Office of Telecommunications Policy and then with the National Telecommunications and Information Administration. On leaving government in 1980, he became Washington Counsel to Advanced Computer Techniques, working with its founder Charles Lecht on a number of projects. He subsequently became Washington Counsel of for Fenwick, Stone, Davis and West. In 1984 he became a Partner in the Washington D.C. office of Winston and Strawn. In 1988 he became the Secretary General of Societe de Telecommunictions Aeronautique (SITA) and played a major role in the spin-off of the SITA network into the international commercial communications company Equant N.V.. Since 1996 he has been in private practice in his own firm, O'Neill and Company [1]. This practice, based in New York, Ireland represents clients in a variety of international business and trade activities.

He is an avid sailor, racing his yacht Xerxes all over Europe.
