We would like to create a new username but with the name PTC News. Please let us know if the same can be used for the same IP address. If not, please suggest how we can go about.

You request a username change by putting a name you would like to use in the unblock request. So edit your unblock request, and replace "PTC News, Mohali" with the name you would like to use. That's what "Your proposed new username" means. It means the username you propose to use, not your current username. We already know your current username.
