added a check if old config file is used without prometheus config key, to auto fall back to prometheus enabled mode
1. updated the config name to small-case 2. added enable_ prerix to prometheus and open_telemetry
corrected config name to lowercase added enable_ prerix to config names for prometheus & open-telemetry
