does setting bulkApply to false force the user to apply the fix to every occurrence one by one in their IDE?
Yup!
I think your original thought that a dart fix would not be appropriate here is ok. In the public announcement, I mentioned folks should already be calling dispose, but if they aren't, that is how they should migrate.

I still did not include a dartfix since a dartfix that replaces
releasewithdisposewould change the semantics and may cause a runtime crash instead of a build error.@Piinks does setting
