ci: k8s: set KUBERNETES default value

The KUBERNETES variable is mostly used by kata-deploy whether to apply k3s specific deployments or not. It is used to select the type of kubernetes to be installed (k3s, k0s, rancher...etc) and it is always set on CI. Running the script locally we want to set a value by default to avoid `KUBERNETES: unbound variable` errors.
