PURPOSE:To enable to block the reproduction of picture surely and to make effective it for charged TV broadcast as long as a decoder is not provided, by transmitting a virtual synchronizing signal with shifted timing with a horizontal synchronizing signal on a TV signal transmitted from a transmission side and picking up the virtual synchronizing signal at the reception side. CONSTITUTION:An encoder 2 is provided at the front stage of a video transmitter 1. A signal switch 23 alternately switches parallel two synthesized signals CV2, CV3 during the horizontal blanking period according to the control signal, and a serially outputted scramble processing synthesis video signal CV4 is formed and transmitted to a transmitter 1 via a mixer 28. A switch 23 interrupts the signal CV4and outputs a DC voltage from voltage generating circuit 24 and makes control and synchronizing signals to the reception side. On the other hand, at the reception side, a TV signal received at an antenna 6 is amplified 51 via a selector switch 7 and it is corrected into a normal TV signal at an electronic control attenuator 52 and transmitted to a TV receiver 4.
