Topic titles, or the root posts of Flow topics, require special code to edit as compared to ordinary posts. This task will provide this special handling to edit the titles of Flow topics.
Also, normal content formats (wikitext, html, fixed-html) are not used with topic title revisions. This might require the use of a special class.
