Make filter panel header sticky on new filters for edit review

Description

The drop-down filter panel (T149452) includes a header describing the contents and providing access to the highlighting feature.
As new specialised versions of the panel are provided to support advanced filters (T159942), keeping the header sticky could help users to orient themselves.

In addition, it could facilitate the access to the highlighting functionality when in the middle of a potentially long list of filters such as the case of edit tags.

This prototype illustrates the idea.

Checked in betalabs - the screenshot shows that {F7989049}the drop down filter selection panel is scrolled to the end and 'Highlight results' is still visible.
