The NELNotReported NELByCountryNotReported started firing today, and indeed we've observed a drop in reported NEL. Below is the kafka-logging w3c.reportingapi.network_error` topic traffic: https://w.wiki/Aa84
Also to be noted is that while traffic went down significantly it isn't completely at zero, i.e. a slow trickle of messages still going to the topic
