T370880: [EPIC] FY 24/25 SDS 2.1.7 | Alpha Release of Instrument Configuration System (MPIC)

Description

This task is the Java client update AC of T368326. Update the Metrics Platform Java client library to include the experiments enrollment data object in the final submit method of the metrics client.

We will need to explore how to do bucketing assignments of users (in MW, this is handled by the MP extension) in Android << this should be spun off into a different task.

Acceptance Criteria

Create a spike to determine best approach for bucketing users in the Android context
Update the app base schema to include the updated common fragment v1.2.0
Update the prod Android instruments to use the new app base schema
Test event validation e2e using beta stream
