Build: 0820 branch
Platform: JA windows 98

Steps:
1. Open a GB2312, Big5 or EUC-KR mail with NO mime info.
2. Set the folder charset to proper one.
3. The mail still can't be displayed correctly.

Expected Result: For example, when the folder charset is set to GB2312, a
nonmime mail with GB2312 encoding should be displayed.

Note: 
Other encodings are working fine.
Other platform (e.g. Win XP with JA locale) seems to be fine.

A screeshot will follow.
The folder charset was set to GB2312.

Is this a same problem as bug 162678 - "Nonmime mail with some encoding can't be
displayed even with folder charset properly defined"?
Status: NEW → ASSIGNED
1. Notice that the two bugs have problem with different sets of encoding. In bug
162678, Shift_JIS, EUC-JP, EUC-KR have a problem whereas GB2312, Big5 and EUC-KR
in bug 163780.

2. Also different platforms.
   162678 is on SC win xp (I didn't try SC win 98)
   163780 is on JA win 98 (JA win XP works OK)

3. In bug 162678, Shift_JIS, EUC-JP, EUC-KR mails can be shown correctly if the
folder charset is set properly and you check the box to enforce it (you
shouldn't have to check the box to see nonmime mail normally.....) 
In bug 163780, checking the box in the folder property window didn't make any
difference (as somewhat expected). It's simply not displaying GB2312, Big5 and
EUC-KR mails with no mime info on JA win 98 environment.
these two bugs #162678 and 163780 are somewhat similar: on the chinese native
system the japanese encoding doesn't always work for n/mime mail body and the
chinese encoding doesn't awlays work for n/mime mail body on native japanese
systems..
