Update to REBASE December 2013 release (and simplify palindromic regex).

Note that the FTP site based update is broken, this was done
by manually downloading the three EMBOSS format files from
http://rebase.neb.com/rebase/rebase.f37.html

The less efficient regex for palindromic digest sites was down to
a bug in how the Seq object comparison was done.
